			<content:encoded><![CDATA[<p>WASHINGTON, DC – This week, the Professional Aviation Safety Specialists, AFL-CIO (PASS) was announced as the certified winner of the Federal Labor Relations Authority (FLRA) election to represent approximately 400 Mission Support Services (AJV) Air Traffic Organization (ATO) employees at the FAA. PASS prevailed by a vote of 105-71 in the secret ballot election where employees chose between PASS and the American Federation of Government Employees (AFGE). The election was necessary due to an FAA realignment of employees represented by both unions. “Mission Support Services employees overwhelmingly chose union representation in this election. PASS is pleased that these employees voted for PASS,” said PASS President Tom Brantley.</p>
<p>Mission Support Services specialists and staff at the FAA are responsible for the development, maintenance and publication services for ground and space navigation systems at more than 3,000 airports in the United States and numerous airports in 46 other countries. These critical employees ensure the integrity of the nearly 23,000 instrument procedures and airways that make up the National Airspace System. “With Congress giving so much attention to performance-based navigation procedures, we look forward to continuing to work with the agency and Congress on this important issue,” said PASS Region V Vice President Robert Abbott.</p>

Presented to the chapter that best exemplifies the goals and objectives of PASS. Examples include a strong commitment to recruitment and retention activities, support of internal union activities, or promotion of an employee education program.</p>
<p>Contract Representative of the Year:<br />
Given to the contract representative who exhibits dedication and leadership in upholding any portion of PASS’s contracts.</p>
<p>Fanfalone Scholarship:<br />
The recipient of the PASS Fanfalone Scholarship must exhibit a similar level of dedication, leadership and solidarity as the award’s namesake. Among other things, this person should demonstrate a commitment to PASS and the labor movement as a whole, a high level of personal integrity, the willingness to serve, and the ability to motivate and guide others toward a goal.</p>
<p>Please note that only members who are active as of the deadline will be considered. PASS national officers (president, vice president, regional vice presidents) and associate members are not eligible for these awards. If you have questions regarding the program, contact the National Organizing Committee member for your region.</p>
<p>We look forward to reading all the nominations for those members and chapters that are doing an outstanding job for PASS!</p>

		<title>Fighting Over Technical Staffing&#8230;Again?</title>

			<content:encoded><![CDATA[<p>On March 8th, PASS received a letter from the FAA stating that after twelve(12) years the Agency has discovered that the Technical Employees Staffing Agreement is &#8220;contrary to law and is unenforceable” and, as such, &#8220;the Agency will no longer be bound by&#8221; the staffing agreement.</p>
<p>After multiple arbitration wins over this issue, PASS is still having to fight with the FAA over the agreed upon 6,100 employees needed to safely provide certification and maintenance to roughly 63,000 NAS Operational Facilities.  These are the same facilities that allow the projected 732 million passengers projected this year to travel between about 20,000 airports in the US and thousands more internationally.   After PASS&#8217;s arbitration win over the FAA in July of 2006, the Agency agreed in writing to &#8220;maintain the 6,100 staffing level for technical employees&#8230;for the duration of the current collective bargaining agreement&#8230;.and for 16 months during the life of the successor collective bargaining agreement.&#8221;</p>
<p>This really begs the question.  Is the FAA really working to collaborate with PASS as the say they are?</p>
